can't move a layer into another layer

Sorry about my english, I have a question:
I can't move a layer into another layer unless I quit the application and turn on again...
Somebody knows what does I have to do?

I apologize for the delay in responding, and thank you for posting, and your English is just fine! Which program are you using? If it's After Effects, you can't drag a layer inside another layer, but you can select layers and choose Layer > Pre-compose to group them, or use parenting to link one layer to another.

If the program stops responding until you restart it, resetting the preferences often helps (in After Effects, hold Ctrl+Alt+Shift, or Cmd+Option+Shift on a Mac, while it launches). Let us know the software and we'll try to help more.
