Nowadays even small children have video cameras with them. But In which decade home-use portable video camera became available in SAARC countries (South-Asia)? Which decade did SAARC countries' (South-Asian subcontinent's) middle-class got access to portable video camera? And can someone tell more about when and how the common South Asians began using video cameras at home?

I apologize for the delay in responding, and thank you for posting. That's a great history question. Consumer camcorders (VHS, VHS-C, then Video8 and Hi8) spread around the world through the 1980s and 1990s. In South Asia, wider middle-class access came mainly in the 1990s, and grew quickly with digital cameras and then camera phones in the 2000s. Wedding videography played a big part in bringing video cameras into ordinary homes in the region. To confirm specific dates, look at media history archives and academic studies of home video in South Asia.
