i notice that through the seasons on the house md show and other shows that the cinematographer changes many times. I wonder why this happens? Is it a strategy? Does it keep cost down?

Episodic TV often rotates cinematographers so one DP can prep an upcoming episode while another shoots the current one. It's about schedule, not cost: TV moves fast, and alternating DPs keeps prep time for each episode.
