Flickering Light Bulb Effect

I'll be shooting a scene in a dark, grimy basement and I want my subject to be lit as if there was a flickering light bulb above him. What would be the most effective way to accomplish this?
 
Set it up with a light connected to a batter and toggle it on and off or use a dimmer switch?
 
Alternatively if you play around with the shutter speed in camera, different lights will appear to flicker in different ways, as most 'practicals' (non-constant film lights, eg. 99% of lights you encounter day to day) aren't constant and so will flicker dependant on the refresh rate and shutter angle/framerate of the camera :)

Usually its an affect your trying to avoid and counter, but if its what your looking for try it out!
