What's the best photo editing app for smartphone?

A lot of people do smartphone photography but how to edit them? Social apps use basic filters but how about the real editing? I saw some use Snapseed or Photoshop for smartphone but I feel as if it's not enough what they are offering.

Adobe Photoshop Express is a lovely app for editing pictures on the go from your smartphone
